Who’s to blame for this, though? Apparently it’s L.A. City Councilman Dennis Zine- a former LAPD motor officer- who told KNBC-TV Channel 4 that he called 911 after "driving down the road, minding" his own business when he spotted the "careless" Bieber allegedly driving at more than 100 mph.
"Bieber was driving like a maniac. He was weaving in and out of traffic. There was hardly any space between cars as he weaved from lane to lane," Zine told TMZ.
He added: "If I was on patrol, I would have arrested him for reckless driving. I was going 60 and he drove by me like he was in a rocket ship."
Apparently Justin was trying to escape a group of paparazzi, who Zine says were also being irresponsible, driving on the freeway’s shoulder!
The singer’s manager, Scooter Braun, told TMZ that Zine "is just a councilman looking for a headline." Scooter claims J was cited for driving at 80 mph and that shortly after getting ticketed, the paps continued chasing him.
Sources say officials are also investigating the paparazzi for creating a hazardous situation.
